Time to reassess.

Does anyone continue to need help? Essential repairs, I mean.

Have people managed to get back into their own living structures? If not, what non-essential tasks need assistance?

Have all of the first-responders slept off the sleep debt and had their wounds healed? I believe we're through the worst of it, and now that that's true, we may begin to creep back to normal.

I can't promise that any of the minor concerns raised here will be addressed in any amount of time, but we must begin to consider the worst of it. Access to city streets, for example, natural water supply and ash run-off. The health of the barriers between us and the Wastes and what other protective fortifications might need reworking.

Are we going to treat this event like something that might occur again? What effect will that have on the materials we use for rebuilding? Should we focus on having a few central locations made completely of stone?

Winter is coming to an end, so scavenging will be easier soon, but is there anyone whose supplies were completely destroyed and who lacks the food and blankets to make it through? Or other supplies; furniture, soap, even books. Speaking of books, did the library survive? That place was a tinderbox.

What am I not thinking of?

Is there any movement from the police force to convene? I think there needs to be some kind of public statement made, by someone with authority.

I'm not sure whether to make my stance on the question public.

Some of the dissonance is coming from the police force. Unless Alphonse and Raven pull it together, it's going to crumble. Keeping the girl in their ranks will look bad on them- kicking her out will undoubtedly make several other members drop out as well. It's not as simple as dropping out, anymore- children want to play at politics and they wind up killing off half their population and ruining their government. I've seen it happen before. [Idly, glancing off.] Young princes, eager to impress their betrothed, going into unfounded wars, ruining their economy... the world is wasted on the young.

That's part of the problem. I'm very comfortable letting Adstringendum lapse into our previous comfortable anarchy, but if it does it's imperative that the transition be as non-violent as possible. The dissolution of the police force might be for the best... as long as it isn't seen as permission to start an all-out war.

What happened was just as you said, the mistakes of children, but despite the consequences, it isn't anything we haven't seen before. Half of the people clamouring so violently have made attempts to breach the inner city, for example. They were lucky enough not to tread on the same mines, but it was done with the exact same recklessness. Every time the animus announce an event, there's a twerp or two that needs to chatter with them, to insult them or demand explanations or justification. Even Undertaker went and had tea with one of them, while fire rained from the sky.

If we as a community murder children for recklessness, it must be done for intent, not for consequence, and if that's what we decide to do then half the city will end up slaughtered.

The problem here is that they're all children.

The majority of the population is under twenty-five, with most of those being under twenty. They don't think- they're impulsive and rash and they ruin things. [Yuca 'hm's for a moment in thought.]

If they die, they'll just come back with revenge on their minds. But what am I saying, anyway? [He laughs.] I want them to be reckless. The sooner the Animus consume this world, the better.
